The chairman, treasurer and secretary are the people with legal and financial responsibilty for the convention. Because of this they can veto any programme item and, on the day, take any action they judge necessary in the best interests of the membership. That said, they are not running the convention. It is up to everyone to make the convention happen and everyone can propose ideas, run programme items and argue about the T-Shirt design. The Officers' main job is to deal with the paperwork associated with decisions made by the members, e.g. signing contracts with the hotel, arranging insurance etc.
